Suggestion : add a new "main" documentation project #52

Besides the doc embedded in each project (which is mandatory as it is really useful once people have downloaded the archive), i'd suggest adding a global documentation for the Citadel project :

1) This would help developpers find their way between the various repositories 2) It could be used as an updated ressource for cities who whish to embed the AGT into their website 3) This doc could probably be part of the AGT repo itself - though i think having its own repo could make contribution easier, and clarify the objective of each tool.
