The automatic mapping of the license fields (after the semantic matching step) is a bit weird. It automatically inserts "title" as license name and "URL" as license URL. These fields are normally used as per-record information while the license mostly applies to the entire dataset. Best to leave this empty and invite users to fill this in manually.
