Zone fill alpha is too opaque. #4

Compared to the default style, the mod's zone fill is too opaque. One can hardly see if a building is below the zoning grid.

Solution: Lower the alpha to a value of 0.6 instead of 0.9 to replicate the default alpha in the code. Ideally, alpha may be a setting set up in the config file.

This is configurable in the new update via a config setting "CellOpacity". In the future there will be a UI to configure this also. The default behaviour will stay as is, the mod has been calibrated to be better for people with sight impairments.
