Enable user-created events #16

Currently, the custom events are generated randomly. There should be a possibility to create an event manually. The event parameters will be then configured in a special window. This should affect the economy too.

The events system should be moved into another mod (Real Time Events).

Is there any specific reason why the custom events are not getting implemented?

The specific reason is to keep Real Time reasonable complicated. Not all players want to deal with custom events.

Custom events were one of the keys to the success of original Rush Hour mod. I don't understand why custom event is considered as "complicated". Players who seek more realistic simulation loved this feature.
