Service Operator #18

Can't think of a decent name for this one, but essentially it would turn off the automatic dispatching of emergency vehicles.

This would essentially be a gamification of the emergency services (and any services really).

So player would have to choose which incidents to dispatch too. They could click the building (or tree in case of fires, or network in case of floods, etc) with problem, then either click a nearby service building or vehicle to send it to that building.

It would be huge click fest, trying to get vehicles sent to all the problems soon enough. And if you fail, the usual adverse affects would occur - deaths, building abandons, building collapses, etc.

Because service vehicles and buildings have limited capacity it would be even more crazy because you'd have to start searching round for other vehicles / buildings.

Mod options could define which services to make manual, eg. if you wanted a sort of 911 operator game, you'd make fire, police and ambulance manual. If you wanted municipal services, you'd make garbage, snow plow, road maintenance manual. The more services you make manual, the more insane it becomes.

Maybe also have sliders to set the difficulty level - like how often do problems occur, and how fast do you have to respond to them, etc.

Another option; Auto-return. So, if an ambulance collects a patient, does it auto-return to hospital or do you have to manually make it do that.

Also, possibly an option to choose which districts the manual services apply to - eg. if I've got a big city sprawling entire map, I might not want the entire map in manual mode, maybe just one suburb or the city center. So I could choose which areas are manual and the rest remain automatic.

Semi-automatic mode; You go to the problem building/whatever and click a button, then the game finds nearest vehicle (but it could cost some money as penalty)

To make it even more realistic/fun and challenging: As the dispatcher you need to determine which type of rescue resource to send -- simple fire truck or Hazmat specialist truck, for chemical spills (e.g., at the oil facilities) or airport-specific trucks to deal with aircraft crashes. Also -- some helicopter rescues may need to coordinate with regular ambulances or fire/medical personnel. Perhaps only Coast Guard rescue helicopters should be sent to water-borne situations, such as ship fires, crashes in the sea, etc.
