It would require Campus DLC. Because it would basically be a Toga Party but with cims wearing their normal clothing.

Would likely need some way to manually or automagically define start/end points for the parade.
Could possibly be later modified to allow protests, eg. if cims in city/district unhappy, or if specific workplace unhappy, etc.
