If a road is extensively unmaintained (ie. extensively damaged) it could turn to debris, requiring player to clean up the mess and build new road. The 'collapsed' flag would be set on the affected segments.
To warn user of impending doom, pot hole decals could possibly be added on the road at a certain threshold. They'd need clearing away if anything happens to road (eg. bulldozed, moved, upgraded, maintained...).
In addition, rate of road degradation should be reduced by default to reduce the crazy number of road maintenance vehicles on the roads. High usage roads could have faster rate of degredation though.
Note: Vanilla game increases vehicle speeds on well maintained roads. Additionally, TM:PE slows vehicles on poorly maintained roads.
