Roundabout manual traffic lights not working as expected.

Describe the problem

On a roundabout with manual traffic lights, having the lights on the roundabout itself set to the next mode so there is a forward and right turn light (so right turn is always green), the right turn light doesn't actually work and all cims follow the forward light, even if they're turning.

Steps to reproduce

1. Make a roundabout
2. Add manual traffic lights
3. Traffic lights not doing what you want

This is the screenshot I used for another issue but it hasn't changed since then. I setup traffic lights so on the roundabout there was a forward and right lane and to get onto the roundabout was just a green light, with no pedestrians.

@aubergine10 I think it might be related to one pedestrian lane issue since TTL has force green when none of steps have green signal for pedestrians.
