Highway rules to manage two way highways. #1561

following https://github.com/CitiesSkylinesMods/TMPE/pull/1542#discussion_r867453130 I think highway merging rule should handle 2way highways too.

there is no need to improve the legacy highway merging rules. that option is only there for backward compatibility.
