cars may break highway merging rules if they have no choice

some times novice users don't leave enough nodes between 2 junctions for cars to be able to lane change and choose the right exit. In such circumstances maybe we should allow cars to break highway merging rules.

Should this be automatic or mod option? If automatic will we get constant stream of users saying highway rules don't work (not realising it's due to insufficient nodes to allow lane changes)?

If cars can't reach to their destination, wouldn't they complain about that too?

They won't even notice why they can't reach destination (no path == no car) or cars will take longer route which in most cases might be really weird so they also won't be able to tell what is going on 😄
