I added extensions to TrackUtils to so that the code for checking lane would be more readable. laneInfo.CheckType() checks for parking and stuff so I don't think we should use the built-in CS extension.
Test: create a junction like the one in the issue, verify source/target mixed lanes do not have redundant transitions.
