Additional localisation work #1567

This is some leftovers from #1344:

[ ] PR #1445
- Translate text of error messages (some will need simplification)
- As there are planned changes to de/serialization this is paused for now
[x] PR #1441
- Lots of overlap with other despawn group (ext vehicle types)
- The UI is confusing - when despawn is disabled, only then can you choose what is allowed to despawn heh
- We should consider something less confusing
[ ] PR #1284
- Mostly done: https://github.com/CitiesSkylinesMods/TMPE/issues/1288
- Remaining: Localise lozenges New, Updated, Fixed, Mod, Removed etc

Also, sliders don't disable properly - see: https://github.com/CitiesSkylinesMods/TMPE/pull/1551#issuecomment-1133926921

when despawn is disabled, only then can you choose what is allowed to despawn heh

It makes no sense to change anything if the feature is inactive - would be even more confusing 😂

Yeha, I know. It just seems really weird the way it currently works. Like, it makes sense, but only after you work out what it's doing and even then it still feels a bit weird. I've not thought of anything better for now, but it's nagging me.

Will you be adding support for new langs (Vietnamese?) I didn't notice that in PR (maybe missed 🤷‍♂️ )?

Probably dropdown only (new option) Shit.. I forgot to update scheme files... Will do later today so it will export all langs and they will be available to use in game
