Pedestrian Plaza intersections with Roads force pedestrians to cross roads without a pedestrian crossing/traffic lights #1651

Describe the problem

Intersections between roads and the new pedestrian plazas result in pedestrians crossing the road, without a pedestrian crossing. As such, it is not possible to disable the pedestrians from crossing the road at all.

Steps to reproduce

  1. Create a road
  2. Create a pedestrian plaza that intersects with the road
  3. Try and disable pedestrians from crossing the road

Not entirely sure if this is a bug per se. But it's is inconsistent with the design philosophy of TMPE.

It's known problem but not a TMPE issue. Disable the mod and you will see exactly the same behavior. Vanilla pathfinding allows for that. I've tried fixing it but couldn't find good enough solution that would not break other unrelated things.
