instance manager for debugging #1697

To print debug log for something, simply select that thing in default tool (vehicle/building) or in TMPE no subtool mode (node/segment)
selecting segment in TMPE no tool mode already selects the instance ID in instance manager. I made modification to do the same to node.
for stat/end segment/building, TMPE_GlobalConfict.xml can be used to select one and instance manager can be used to select the other.

on way of doing managing start/end instance is simply to add a button to debug panel to set start Instance to the current instance. end instance can be selected using instance manager afterwards. also I can add an deselect instance button too.
