Testing of PR https://github.com/krzychu124/Cities-Skylines-Traffic-Manager-President-Edition/pull/25 uncovered some issues relating to junction restrictions when roads include tram tracks.

We should also check whether we need to hide the turn-on-red UI for tram roads.
