Parked cars reshuffling in to disabled parking lanes #676

When things are moved (eg. with move it mod), or roads upgraded/edited, etc., the game reshuffles parked cars. That reshuffling seems to be ignoring disabled parking lanes:

Same happens when I disable a parking lane - cars reshuffle, some of them end up in other disabled parking lanes.

Tagging #516, #366, #827 The same problem, requires major change how TM:PE stores data about enabled/disabled parking lanes because of parking lane direction both

Some "Blank Roads" assets (such as this one) have parking on only one side of the road, but (P) icon is shown on both sides when editing parking restrictions.
