trader problem: sell without economy plugin (sell things for other goods)

Ingame my trader can't sell for example 1 cocked fish for 1 coal and when i try to set up a new trader a error shows up it says: server is not using economy plugin.

in my citizens.yml is use-economy: false

can u help me?
