Permissions not working. #813

Hi, The issue is this: If users have citizens.* they can use traders etc.. if i add citizens.use.* it doesn't work, it seems like i can only use citizens.* but i don't want them to have those permissions. help? my perm:

groups: default: default: true permissions:

citizens.* gives them access to all the citizens commands.

giving the basics to most players did the trick on my server
