how can i make shops without an economy plugin?

Since this was the same question as you did before (I believe) I'll just write it again:

Traders allow trading of items for virtual currency.

As far as that states it sounds like you can only make shops using an economy plugin. I'm not sure though, but I would pretty positively say that this is the case.
