Players can use boats to "Steal" Mob-Type NPCs #2536

The output of command /version on my server is: Paper 1.12.2 The output of command /version citizens on my server is: 2.0.27-SNAPSHOT (build 2297)

This is the same as https://github.com/CitizensDev/Citizens2/issues/2180 But I can't re-open/get attention to the issue.

Using the latest build to make sure.

My NPC's are mostly all Parrots if that makes any difference.

This is a screenshot sent to me from a player holding one of my NPCs hostage in their vault! They apparently travelled 15k blocks in a boat to steal him!
