Do not reset timer if incident matches threshold

Eg. An event (e1), the threshold for EventAction was 2 occurrences in 100 seconds

Current scenario:

• Incident occurs 2 times in T seconds, the EventAction is executed and the counters are reset (here T < 100 seconds).
• As counters are reset, if more than 2 incidents occur in T+5 seconds, another EventAction is executed and so on.

Desired Behavior

• Incident occurs 2 times in T seconds, the EventAction is executed (here T < 100 seconds).
• Following this, regardless of how many incidents occur, no futher EventActions would be fired until T >= 100 secs
• If a new incident comes in and T is > 100, counters are reset.
