Feature: Ability to suppress incidents

User should be able to suppress incidents based

• Event ID
• Elements (e.g. hostnames, FQDN, etc)
• Combination of Event and Elements (e.g. event:4 for foo.bar.com)

Any new/existing incidents, which are suppressed, will not be acted upon.
