Add support for JIRA

Many users have requested support for JIRA ticketing system (including #58 ). This feature, IMO, should be simple and straightfoward i.e.

• Enable / Disable support in conf
• Create ticket manually in the incident view page
• Show ticket creation and ticket-id in the reports page
