Create a docker container for CitoEngine #70

Ideally, it should have the following:

Main codebase
MySQL instance
RabbitMQ Instance

All core configuration parameters, mentioned in the sample config https://github.com/CitoEngine/cito_engine/blob/master/app/settings/citoengine.conf-example should be send down as docker env and prefixed with CITO_ to avoid collisions.
