What's this PR do?

Cleans up Github workflows in the following ways:

Sets helper actions to latest versions:
- checkout@4
- setup-python@5
- cache actions@4
Ensures python version is set to 3.9
Replaces pipenv helper action with regular pipenv install
Cleans up env vars & ensures Sentry DSN is set

Why are we doing this?

Upgrades will hopefully prevent issues during github action workflow runs and ensure consistency across city-scraper repos.
