Membership Mapping #257

Periodically there are requests to visualize board membership spatially. It might be nice to provide a visualization tool or KML export to allow for spatial review of individual and aggregate board membership.

To do this properly we would want more robust entry of address information. There are a number of people who enter their work address which is fine. It is understandable why they may be reluctant to enter their home address without any assurances of privacy. You could also just ask some less specific home locator information such as township and zip code, voting precinct. The census geocoder provides an alternative api to master address since not everyone lives in monroe county. https://www.census.gov/geo/maps-data/data/geocoder.html
