Minutes, Memos, and Agenda's submittable by html only #338

Board packets will most likely have to be PDFs for the future since it's a combo of multiple vendors and other resources used during a meeting.

However minutes, memos and agendas have to be made by staff and need to be accessible. Not allowing these items to be submitted by PDF will reduce the chance that someone with a screen reader cannot access the doc's info.

Important reminder - Markdown is easier to learn than tagging a PDF in Acrobat.

We are moving away from the Markdown idea to HTML.

Google Docs and Microsoft Word allow you to export your document as a single web page. Both word processors include <style> junk in the head of the HTML file.

To reduce accessibility problems, we will require staff to export and submit their Agendas, Minutes and Memos as HTML.
