Bootstrap theme #350

Over time, we have less staff time to devote to CSS work. We should adopt a CSS framework, so our staff do not need to spend time fiddling with CSS. Bootstrap seems to be the best one to use.

We decided to use bootstrap for the core markup, rather than a seperate theme. This means we don't have to maintain two sets of templates.
