Notification of upcoming membership end dates #368

When the membership terms are coming to an end, we should notify the board member as well as staff. A good starting point would have the notification go out 60 days before the term ends.

Board members should receive an email asking if they want to resign or reapply. Staff should also get an email with all the board members whose terms are coming to an end, so they can reach out to the current members or start looking at applicants for the upcoming term.

This 60 days needs to be a system/Admin setting.

Although it's fine for staff to get an email with lapsing board members it would be better to send an email to staff with a link to a uReport page listing the lapsing members. Better to work in the system than to rely on an email roster when will be out of date when any changes are made. General data, lists, reports should be LIVE in the system not in email
