Year selection as form input #2

We want people to be able to jump to whatever year they want to view. However, when you have many years available, dropdowns are overwhelming.

We want to have a way for the user to type a year into a form input, and go to the listing for that year. If they put in a year that does not exist in the data, they'll probably see a blank page.

Dropdown are fine for now.
