Distinguish voting members from non-voting #25

We want to identify the voting members (and make them different from non-voting). Among the non-voting seats, there are potentially several other types that we're not distinguishing (such as "advisory" members).

For now we can probably start by just identifying the voting members.

We decided we want to flag the non-voting members, instead of the voting members. The majority of seats are for voting members. There's only a few, rare, non-voting ones.
