Add Page layout type for content / images #175

It would be good to have a layout like the following.

https://www.boston.gov/departments/innovation-and-technology/apps

We could do the some for our apps page, but I know this kind of image heavy breakout would be useful to Parks, CFRD, OOTM and others with project lists.
