Show formatted comments for animals #216

In the json feed for ASM, the Notes:Description is mapped to ANIMALCOMMENTS. We show these comments on the adoptable_animal view. The Notes:Description is only a plain text box; but it would be nice if staff could designate some minimal formatting to be used when rendering the text on the city website.

Markdown support is probably the best choice here.
