Display meeting time for board meeting files #237

Most of the time boards and committees only meet once on given day. However, multiple meetings in a day do, in fact, happen. The way were displaying the meeting files doesn't work to distringuish individual meetings.

The display of board meetings should be split out into individual meetings, instead of just the date.

This caused an error with the Upcoming Meetings display for boards. I forgot to update that template to account for the new feed structure.
