Activity name and type swap #58

In the migrated Code Cases, the legal actions from Citation were inserted as "Activities". We want the [Activity Type] and [Activity Name] to be swapped.

The same thing applies to the rental permit activirties. I migrated the "Pull" actions as activities. The "Pull" should be the [Activity Type], instead of the [Activity Name]

I don't think we can actuall do this. This is all implemented in the mapping spreadsheet.

The [Activity Types] are defined in the workflow steps. We should not be defining custom types to accommodate arbitrary legacy data. The types should stay as the closest match.
