Management screens for notification lists #180

We have two types of notifications that are going to be going out.

notifications for each new event added
notifications for unscheduled or emergency events

We need a screen to manage the email addresses that are receiving each of these types of notifications.

Remember that the addresses for notifications are a mix people in a text file and users of the system.
