Combine with GIS data #25

It turns out, our GIS crew has a whole bunch of data they've been keeping track of for parking meters. We should combine out data sets. GIS cannot point to any database except their Oracle DB, so we would need to modfiy the web application to use Oracle, instead of MySQL.

A parking meters layer has been added to our Geoserver.
