master address API #24

Since the API for master address has/is changing a bit, we need to update the http call to account for it when manually searching for a location without using the geolocation api.

Temporarily, we're going to point it to apps.bloomington.in.gov

@sethCOB updated our kubernetes setup to reflect, we should be back in business now.
