We would like to give citizens a link to a satisfaction survey when their tickets are closed. This would require uReport to support declaring a custom message for paricular ticket events, such as closing.
We would probably want to look into only sending the custom message to the reportedByPerson. Currently the same message is sent to all people involved in the ticket (staff included).
