add generalizeable logging tools & practice

• logging schema
• a tool for creating logs across the pipeline
• a separate container for collecting logs from dev & prod environments

• ML model creation workflow (template as it is now) serves as model creation log.
• Model training data versioning future work -> create new issue
• Therefore conventional logging requirement is limited to API -> create new issue
• Separate monitoring from logging -> create new issue
