Issue 3 :: add GitHub actions #4

Adds GitHub actions for CI tests.

version_tests will test the library against several different versions of OTP and Elixir.

all_tests only tests formatting since the other checks are not implemented yet.

Looks like there are a few deprecation warnings, not a blocker but I think something we will want to address?

Addressed on the next PR.

There is also some "potty humor" in the tests for exceptions, I imagine we could also replace that verbiage in the future since we are associating this fork with the CB brand.
