Makes the changes and updates needed to publish this as airbrake_client.

This is as close to master on the original airbrake client as of today so that the library is a drop-in replacement as much as possible.

Releasing this as version 0.8.0 as the CityBase fork of airbrake had a 0.7.0 release.

Closes #6.

Force pushed to ignore the cache in CI. (An issue we'll deal with later.)
