Adding a photo during a reallocate outcome seems to duplicate the photo under Details #151

We may have entered this but I could not find it. I used an animal found case, and chose Send To 311 as an outcome (reallocate event). I added a photo as well as reason. When I checked the Details section, the photo I had added for the Send to 311 outcome was displayed twice. I have not noticed this instance happening on any other event. Gerardo also noted this during his testing.

@vanessacalderon, report the photo issue as a separate issue please.
It looks like I misread this case, "Missing Sign flex notes" it's basically a photo that you took. Can you reproduce the original issue? and can you provide more examples?

Iphone: Pick an open case, complete the task and select Send to 311. Include a photo. Check Details. Photo is Duplicate. Complete the activity and include a photo. Check Details: Reallocate photo is not duplicate. Add a note, include a photo. Reallocate photo is duplicate. See Case 101002550996. Android: Choose an open case and complete the task. Choose Send to 311 and include photo. Check Details. Photo is not Duplicate. Complete task again and include photo. Check Details. First reallocation photo is duplicate. Add note and include photo. First reallocation photo is still duplicate.

I believe this is the same underlying issue as #129.
