Brief Description Item in footer has different tab order

Steps to reproduce

  1. 00:05, Use keyboard to tab to the last entry before reaching the footer.
  2. 00:10, Press the tab key and the focus moves to the 311 link rather than moving through the footer from left to right as would be expected. a. Note: (not shown) reducing the window width results in the 311 link being listed at the top of the footer, which would make this the correct order for the keyboard tab order.

Desired Result Tab order is consistent with the visual layout of the fields.

Actual Result Tab order is not left to right
