Brief Description Difference in Hamburger menu content presentation between Registry certs pages and boston.gov pages.

Steps to reproduce

  1. 00:00, Go to the Death certs page.
  2. 00:02, Open hamburger menu. Observe, the sub-menus under Places and Government panels are automatically expanded.
  3. 00:10, Go to the boston.gov homepage.
  4. 00:13, Open the hamburger menu.
  5. 00:16 – 00:30, Observe, the sub-menus under Places and Government panels are closed by default, and must be clicked to expand.

Rationale: When a user accesses Registry’s online apps from boston.gov, it is reasonable for them to expect the hamburger menus to operate the same way. Content displayed consistently across a site’s pages also supports accessibility, because users expect ubiquitous site content/components to behave the same way.

Desired Result The Hamburger layout is the same across sites.

Probably worth us looking at how the menus are being populated by all non-Drupal apps. @andrebtlima can you run with this for the team.

Won't specifically address for registry as of yet.
