Cabinet budget data totals are incorrect too large - Column Headers Incorrect as well #266

These titles and the redundant Appropriations by Cabinet heading have been corrected. The data values are still being worked on.

@jimwilliamson-boston and @jimafisk - can you confirm if these numbers are correct? If not I will revise the queries.
