DIG-4058: Text Box treatments for data entry states and required fields

Use Case: As a user I will see a different border states for text fields based on my interaction with a field

• Dark Blue - Default
• Bright Blue - Focus Field is being filled out
• Light Red - This indicates this is a required field
• Bold Red - Error, field value fails validation

• Review focus state on input fields on the Form
