Attach rabies / spaying certificates #6

Attaching a rabies certificate is required, a spayed/neutered cert is only required if they've selected spayed / neutered as the sex

@finneganh do you know if we should be saving user uploaded certificates (or any information for that matter) to the server? Or do we simply need to send it via email and then discard it?

My understanding is that they'd just get attached to the email. Matt may know more, he was in meetings with the licensing folks.
