Add article cards to design system #228

Closes #222

This PR introduces an article card component for the design system. Key features:

Displays an image with a title at the bottom
On hover, the title container slides up to cover the image and reveal a subtitle
The title and subtitle are created via slots and entirely configurable by the system user
The cards link out to a supplied href and target behavior.
