Partners - WYSIWYG editor #1179

An editor with stripped down options to allow for list components and possibly classes for minor styling seems to be needed.

We really should introduce a WYSIWYG editor to handle this text better. Leaving this comment here to spin off a new issue.

Can be spike, I think this would go a long way for us to manage small partner site changes
